I have yet to read this comic. Why is one ring different from the others? Can the rings cosmetics be changed to suit the weirder just like it's size can be? Is that what's happening here?

The one that is different is Hal’s original ring. The others were made later and were made when the Corps was being rebuilt in the early 90s, and it is the style the others in the GLC wore.
When Hal/Parallax destroyed his ring, Ganthet reformed it, and it had the appearance of the newer rings, before he gave it to Kyle.
The ring with the symbol kind pf printed on a circle is how rings looked in the Silver Age. It is here representing Hal's original design.
In the late eighties, the GLC largely disbanded and the GLs we followed in Green Lantern (Corps)/Action Comics Weekly and Justice League were pretty much the only GLs in the universe. In the ninties, the Corps was re-established and the big ring that's actually in the shape of the symbol becomes standard for the restored Lanterns, but Hal in particular keeps wearing the classic design because it's his ring that he got from Abin Sur. So in this image, the round one is the ring that Hal came in with and the rest are the ones that he took.
The point you’re making is a really daft one about them all being different. Yes we get that but OP’s post is about the visually different ring and you’re trying to get all deep about them being different if they look the same. It was unnecessary and OP was JUST asking about why the different ring, Hal’s ring, is as it is.
That's the ring he got from Malvolio of the Green Flame, when his ring was destroyed (during the Action Comics Weekly run). Malvolio intended for Hal to take his ring and revolt against the Guardians, but the plot was completely dropped and never mentioned again.
I prefer the design when Hal and the others got an updated ring. Iimt was able to change shape to the wearer's desire.
