I think they are just lumping together the categories of criminals which they have absolutely no sympathy toward. As a counterexample, a thief may have struggles, people they are stealing to get food/medicine for, etc. No one sucker punches disabled people in laughing groups of friends for some underlying good reason, just like no one rapes anyone for a good underlying reason.
