Unfortunately Vanaheimr Resplendents exist, and Vanaheimr really doesn't feel like a desert culture itself especially when you look at the Vanaheimr character designs.

Same could be said of other Desert banners. Khadein comes to mind since while yes it a desert just as much as Vanaheimr is. But the characters from it such as Merric, Linde, Arlen, Gotoh, etc aren't really "desert culture" designed.
The same could be said of all of them really. Yes they're from "deserts", but for the sake of the banner their designs have all been more "desertified" as opposed to their normal outfits (the Awakening Grimleal designs are the only ones that really tied into the original)
Really the whole banner theme has just been “take design of a character from a desert and base a banner off of that.”

Jehanna feels especially egregious considering that they couldn’t use a canon design for Ike and Saber and some other design elements like the triangle pattern and tassels and had to use a design that was done for FEH specifically with Ascended Joshua
It's always felt like an odd order of operations IS did this in.
Like, the first Desert banner was based off the Awakening dark mage outfits. And both the guys and girls were dressed in the female dark mage & male dark mage outfits from Awakening.
And then IS decided to stop doing that idea for the Desert banners. But then also keep the Desert banners, and instead incorporate the "class design" banners into the miscellaneous September seasonals (2022 had everyone dressed as the male and female Oni Savage class from Fates, 2023 was the Diviner class from Fates, and 2025 was the Warrior class from Awakening)
I thought the ice festival outfits were Felicia/Flora themed. The banner was themed around Fate’s ice tribe of which Felicia and Flora are members and the paralogue for the festival was set near the ice tribe’s village (you can see the village in the background if you have combat animations turned on).
Solm, Aed, and Vanaheimr are the only hard confirmed locals left. Nabataea & Almyra are a maybe since we don't know a ton about them, and both of them have desert elements, but are not entirely desert like. Grann is also a maybe, but it depends on whether or not IS is willing to do revisits (and even then, I think IS would probably revisit Plegia first)
Aed is questionable, since I don't think we have any cultures specific to the Aed Desert.
That said, Fortune's Weave could easily give us a desert local, on top of potentially expanding on Nabataea & Almyra.
I think for an Aed theme they could do outfits based on the Loptyrian cult. Obviously they'd have to take some creative liberties (aka make them 100x more skimpy), but it wouldn't be too different from the Plegian banner.
I'm fairly sure Solm will be next and maybe the last unless Fortune's Weave gets involved. Aed is barely a civilization and anything else that could maybe qualify I'm not sure can be considered a primarily desert nation.

and then next year they do a 2nd Plegia one since that was really their best one; Jehanna came close but should have had Ismaire on it; Solm could be great as well
