You could get combinations like Arcane Renegade + Arena Sword+ for example and you have a speed based omni-tank. Want a more nuke-like character? Arcane Renegade + Serving Knife+
Oh, I would definetly give Effie a better prf weapon that works more than just once per turn.
And I guess Adult Tiki can also get her own weapon and does not have to share with her younger self. And updated prf B skill from her brave for good measure.
And before I forget, lets give Azura her Blessed Lance. You know what, prf weapons for all healers and dancers.

Rody's always been the "Firesweep Lance" guy in my head so in addition to modern demote refine upgrades, I'd also upgrade Steady Lance's refine to grant "Null Counterattack" and make attacks inflict "Deep Wounds" for all allies within 3 columns and 3 rows. The basic idea is a blessable FTP Laerathr minus Assign Decoy, with Deep Wounds thrown in to allow for chip damage with lessened fear of enemy healing. I feel like it would be pretty fun to mess around with full team playerphase safety.
While we're at it, Drag Back is fairly obsolete and has three other sources, so I'd give him S/D Near Trace 3 in it's place. It's equally useless as bridge fodder, but it'd be nice for budget cav builds.

Spd/Res shackle for B slot and some sort of upgraded Infantry Hexblade for her C slot like grants atk/spd+7, hexblade, null follow-up and Subjection
Subjection is basically Exposure but as an ally buff (unit dealts +10 dmg) instead of an enemy penalty
I'd instead have every unit rebalanced around Book 3 or 4 as a baseline where we had a power level higher than Gen 1's single-skill prfs and allowed for more individualized playstyles for each character but not farther where it became whoever has the most text is probably the strongest. From there, there would be a hard-limit to the number of effects a single prf or prf skill can possibly have. No more than three effects in a given prf, and a prf skill will only be allowed one, so that if down the line it ends up being a weaker effect than what a generic option can give you, replacing it won't be too huge a deal since you'd be trading one effect for another.
Come refine time, two new effects only, and base weapons may have their effects strengthened if needed but not more effects added. This strengthening as well would have a hard cap to it so they don't powercreep snowball through raw numbers.
Edit: Also every character in the game will come pre-equipped with a generic weapon and have a prf weapon in their skill list to spend SP on, no exceptions. This includes healers and dancers, the latter of which WILL be refined down the line. That way if a unit still happens to fall off, they at least might provide a good generic weapon and nobody will be left as the dreaded prf-less demote or worse, prf-less premium unit again
No clue exactly what I’d give them, but I’d boost reinhardt and olwen to the top of the meta. Unconditional brave weapons (that would function on both phases like modern prf brave weapons), with enough stat boosts and extra effects tacked on to make them good in 2026.
Maybe a prf special similar to emblem sigurd’s override? Given base reinhardt having blazing thunder.
Olwen would also need a little extra spice as her lower base attack makes her worse than reinhardt given they’d have the same prf weapon and special. So perhaps a decently solid prf skill or assist to compensate.
Oh yeah, and also effie deserves so much better than what she got. She was my first 5*+10 unit way back then.
I barely read half the stuff they put in skills today, but a unique b skill that is wary fighter + some true damage and dr piercing to let her nuke stuff in one hit like she used to (and maybe add in null miracle to crack through all of the miracle spam that’s arisen lately, especially given that only hitting a single time leaves you extremely vulnerable to being hard countered by miracle)
I'd probably take a lot of inspo from Emblem Roy/Engage for the base version of Our Boy. The Binding Blade keeps its effectiveness against dragons, grants damage reduction/true damage, and gets a flame vein effect. The big thing I'd add though is Hold Out as a prf skill, which grants the Miracle effect.
I would crack out Frederick and Summer Frederick and give him a Def-based prf skill perhaps named for his love of campfires (and because the def-based specials are fire themed too hehe).
At minimum all of them should get new, modern inheritable skills, so they aren't completely useless to pull (outside of wanting to build them up out of favoritism).
5★ Heroes will all have 5 skill slots filled instead of only 4 like modern 5★s, with at least one T4 skill, a 500 SP Special, and an upgrade to + or Gait versions of their Assists (if possible).
Demote/Grail Heroes will all get useful bridge fodder and basic Rally skills will be updated to either a base dual Rally or a base Rally Up (example: Raigh will get base Rally Atk/Res, which still isn't on a demote IIRC).
I'd also update all of their refines - though personally, I'm axing the trend of weapons having unconditional effects cause I think it's lame. You want that +25 true damage? Better make sure the number of bonus effects on unit + number of bonus effects on foe (excluding stat bonuses and penalties of course) is at least 5. ...Not that that's particularly difficult with every unit giving those out like candy, but at least it's something.
Every character gets the ability to inherit Prf skills from any of their alts. Forever. OG!Ike can inherit Emblem Ragnell and Aether's Course, for example. And whenever a new Ike gets released with a nutty unique skill, he'll be able to inherit that one, too.
I feel a good way to balance that would be if pref skills cost 5 slots to inherit and not just one. That way you have the choice between 5 skills or just the pref, and if the unit has two (or three in case of mythics, who get the second teir in their pref) you'll need more than one to inherit them all.
And obviously weapon restrictions apply. Base Ike can't inherit Braver Ike's axe.
I suppose weapon and movement restrictions would have to apply. Though no specific ones come to mind. Generally, units preserve their movement types across alts. There are very few exceptions.
Since everyone gets them, I'll talk about what I'd give the Askr trio.
Much like Chosen Alfonse, OG Alfonse gets Gallop and Movement +1. To make him actually useful - and even kind of busted - OG Alfonse can grant Gallop and Movement +1 to his support partner. Alfador can already give out Gallop to his allies if you put him on the same team as Chosen Alfonse or Emblem Sigurd, so you know what? I'd say it's fair enough for OG Alfonse to do that. He needs something crazy to his name, and this keeps him in line with his Chosen alt.
OG Sharena would probably get the same refreshing effect that her Entwined, Brave, and Duo versions come with. I'd probably throw on the "unit negates two penalities to allies" effect on her, just to give players a reason to use her over her other, stronger alts. Penalty negation is still crazy-strong, and it helps Sharena's allies attack at full strength without fear of debuffs.
OG Anna is much trickier. None of her alts have anything for me to work with, but I could see her handing out either Pass or teleportation to people, based on her refine's effect.

So much theorycrafting potential...Here's 1 I immediately think of (i don't want to retroactively add pref skills):
Azura - If unit uses assist skill gets self-inflicted with [Pacifist] and acts again 1/turn. (Pacifist makes you unable to initiate combat)
When she sings target gets all +7, [Fringe Bonus], [Mov +1], [Canto Dist], and refreshes Canto.
In combat all stats +15, dmg +25, dmg taken -10.
roy gets dragonbind+refine, shove gait, triangle adept 4 and seal def 4
