I feel like they did it so that opening the vault to the world wasn't the obvious default choice.
If you could open up the vault, go back whenever you wanted to see your friends and Amata, maybe have your old room back. Why would you ever choose to keep it sealed?
Not banishing you would have also meant Bethesda would have needed to implement the supposed changes for each of the endings where it opens to the world, and that's just work, yknow?

If I ever start a new fo3 playthrough I'm looking up how to use those options i heard about where you can screw over the vault inhabitants (i think the 2 options are to blow up the vault via the reactor killing everyone quickly, or something you do that forces everyone to leave and die slowly in the wasteland?)
There was a shit show bubbling under the surface for a while in the vault but after all the deaths, especially to the guards thanks to us the overseer couldn't keep it suppressed anymore. Especially when Amata the heir is dealing with the way she was interrogated by dad and the security chief

Can't you sell out the vault to the Enclave?
