I think with the mention of phase 2, FEV, and Hanks keepsake box, combined with the water chip having been destroyed, there’s definitely something behind the scenes that’s about to happen. My guess is the “super” managers are forced to undergo FEV in some way.
Betty was a secretary right? She probably also knows what phase 2 is. Maybe that’s phase 1 once all the buds have been released. The water chips break so the vault dwellers leave and move over to the phase 2 location to create the ‘super’ managers into super mutants leaders

Honestly I didn’t even think about Betty knowing everything until now. We know she’s complicit in the bombing of Shady Sands and we know she’s pre-war. But with the framing of her character in S2, is seems likely her guilt is starting to change her ideals. I think Steph will be the “Vault-Tec bad guy” for the 31,32,32 plot and Betty will work to turn things around and fix the craziness she helped to create (not that we should forgive her or anything).
Edit: also I think Reg’s little temper tantrum about his in-breeding party will also help to seed chaos within the vaults. Maybe this is all supposed to result in the vaults being abandoned later on.
I wouldn’t be shocked if the Reg group becomes ground zero for FEV introduction. There was a trailer showing all the Reg group acting odd and extra glutinous. I think Vault 33 gets purged by FEV introduction, leaving 32 as the sole vault. Norm’s group I think at some point will try to access 33 and chaos ensues
