That game has known bloom issues that occur with higher resolution rendering.
You have a few options:
1) You can enable Graphics Mods in Graphics/Advanced and then right click on your game, go to the Graphics Mods tab and check "Bloom Removal". That will remove the bloom. You can then use something like Reshade to add it back. You could also try "Native Resolution Bloom" but that will give you shimmering.
2) You can similarly enable the "Bloom OFF" patch in the patches tab. But again, if you like the idea of bloom, you'd need a way to add it back..
3) You can use a fork to target the bloom and blur it.
Those are your only options today. Within a couple months, my bloom + EFB modification feature will likely be merged, resolving most of the issues users have.
