Looking at the pictures I think the only thing that would work would be to sandblast the area however their can be some risk to this u have to be careful of any rubber or rubber hoses so . Don't think anything else would work. Good luck 👍
Before trying anything drastic i find Wd 40 works ok. Just spray on, agitate a bit with a dishwashing brush, leave for 10 mins and hose off. Elbow grease is required unless you wanna use some super strong shit

Seafoam deep creep spray and an old dishwashing brush did the trick on mine
Walnut media blasting, works really well to de carbon valves in direct injection engines. Just a thought.
try a little baking soda and elbow grease
Plastic scraper, followed by gunk HD engine degreaser give it a good scrub, pressure wash. Repeat
Could give it a good pressure wash on the lowest settings, then while wet cover in a good dusting of borax or comet
Let it sit for just a bit, then scrub the everloving hell out of it and rinse
Just cleaned up an old dirt bike around the same age. Plastic razor blade, gunk degreaser, and WD40. It’s going to get messy.

Diesel in a spray bottle. You can mix in some degreaser if you want. Some of that and a scrub brush should do you just fine.
That looks like structural road grime. Best not to touch it
