JACKSON, Miss. (WLBT) - A man was attempting to steal copper wiring from a utility pole in Jackson when he was electrocuted, police say.
The man, identified as 34-year-old Russell Houston by Jackson police, was found underneath electrical wiring on Greenhill Place near Medical Plaza on Friday afternoon.
After being electrocuted, Houston had been discovered dressed in women’s clothing, lying underneath electrical wiring from a downed utility pole.
Houston was also wearing an ankle monitor at the time of his death.
Police are now investigating why Houston was wearing the ankle monitor in the first place.
He was deceased by the time investigators arrived on the scene.
The Jackson Police Department and the fire department are investigating the incident.

My father were doing his military service during the early 80s in Sevilla, Spain. He remembers how one night, a big chunk of the Tres Mil Viviendas in Sevilla went dark. Some minutes later ambulances and police and some military medical personnel were called because of the proximity.
Two gypsies tried to steal copper from the Substation wires, cutting the wires with those big shears. No protection, no procedures... Anything. They didn't turned off (One of them did in some sort of twisted way) the Substation before cutting wires.
As soon as the shear touched the wires thousands of Volts went through the shears, and electrocuted one of them.
The base medics, when they returned to base, began to tell how they had to cut the some fingers from each of the gypsie's hands with scissors because they couldn't take his hands of the shears.
Good riddance. I have worked in telco my whole life and these thieves get people killed. Every time they steal copper roughly 1 person out of every 1000 impacted customers ends up dead or seriously injured because they can’t call 911.
A lot of the time they’re not even cutting copper. The dumb motherfuckers cut fiber trunk lines that feed everything from single subdivisions all the way up to entire counties.

Police rarely use ankle monitors, if at all. Probation, parole, pretrial services, bail agencies ect, do use them however.
Ankle monitor would presumably be attached by Marshals/Courts, a Prison Service or a Parole Board. Not Cops.
Not every LEO is a cop, but all cops are LEO (as well as bastards).
