And the original show bible includes mention of her being inspired to fight crime by the memory of her dead husband. Methinks Timm might be doing a bit of revisionist history here.
Right. When they do Maggie Sawyer on S:TAS, that's very clearly a character intended to be a lesbian who they do manage to imply is queer at a couple moments. Montoya, though, doesn't really get those kinds of beats to get a sense of her personal life on the show at all (whether it's being gay or having a dead husband or anything like that - she had a whole elaborate backstory about being a bit of a petty teen punk who eventually cleaned up her act that was also completely cut).
This is one of the best episodes in the whole DCAU. I rewatch it every Christmas Eve.
