I am interested in cosplaying as a character in a specific outfit that isn’t currently in the anime or drawn in color. How do you discern what color a specific garment is? In the manga it’s literally just dark. Is there a method to this or is it just up for a good guess?

Honestly it would depend on the story. Some mangaka will just release full color prints that are easy to reference. You could try to email the writer and ask. Otherwise they probably are going to give context clues. Is the character poor? what kind of school does the charecter go to? Is the world modern or fantasy? Is the country in war? If needed you could go exclusively as Manga "Character" and go all in on high contrast shading and bold lines like a single panel. Black is normally a cheap dye, white is a bit more expensive as far as world building goes, your pinks and green might want to be faided. Purples and blues tend to nobility.
It’s not the main outfit of the character. They have many prints and such but in a completely different look. Going off of their regular color palette is kinda hard because my two guesses are in their normal wardrobe.
What even is the character? Why would the colors of the specific outfit be outside of their normal color pallette? You need to ask why do you want to cosplay this specific version of the character. Remember that this is your art, you have full control. Remix characters aren't exactly a completely foreign idea.
Which manga is it? Most have cover art which has colour, or concept art at the beginning of each volume
Also worth checking out the author's Twitter and Pixiv, they might post their OCs fully illustrated or concept sheets
