Mandem is slang for group of friends or in this case, a group of people. I’m pretty sure it comes from the Caribbean more specifically Jamaican. Because between late 1940’s/early 1950’s we had a lot of people from the Caribbean immigrate over to the U.K so a lot of Patois integrated into U.K slang
It's basically an abbreviated version of man and them, in reference to a group of people. If you wanted to write it "correctly" it would be man'd'em, dropping the an in and, and the th in them.

Im assuming this was in the context of GCSE results so I'm pretty sure they were saying they got three 3s on their exams.
9 is the highest you can get so the joke is if you add those together you get a 9 because 27 would be meaningless in this context.
However they only got three 3s in their GCSEs so it sounds like maths probably isn't their strong point.

So it literally means "those men"
