When you say wedding venue, do you mean a place that puts on weddings or just anywhere that would hold 50 people? You can usually reserve picnic areas in parks. People roll up to to GOG and just do it in various places without an issue. Both of which are free. There's several reasturants/breweries around town that have outdoor areas you could probably reserve for that price range. Maybe IvyWild?
Outside: Cheyenne mountain state park pavilion by norad, aga park in fountain, fox run park in Black Forest, there’s a mountain shadows park that’s nice with a pavilion I forget the name. Hm Palmer park.
