Yeah, that grimmchild person or whomever just started a 'major' infection that would affect a large number of people themself all of a sudden because they were bored. I think this should be decanonised and that there should be a mechanism to prevent such things from starting without the approval of multiple people.
I think this is frankly a terrible idea as it kills any possibility of help from outside to inside over an infection that little warrants such. Additionally, there would be other consequences, such as preventing the escape of refugees, splitting established and singular regions, and a lot of work would need to be done to close off other potential routes. I think that taking all these factors into account, it's not possible to justify building such an insanely bloated (size and pricewise) project.
