He has a strangely good strikeout rate for a guy with a 5th percentile fastball velo (90.2 mph).

I'm not up on interpreting these metrics... I'd guess this is a combination of him being left-handed with well-above average arm extension, so, people just aren't used to seeing pitches from that angle?

It's not that strange. Low arm slot, huge extension, over 3 feet of horizontal movement difference between sinker and sweeper. A few of his sweepers in the big leagues last season got two feet of glove side movement.
