Currently changing out windows and have 2 blocked off with plywood. DOB showed up a few days ago and left a note on my door for non permit construction. What to? Do you need a permit for changing out windows?
If you alter the window opening's structure, size, or fire rating, if windows are on a lot line, changing windows from fixed to operable, or altering door/window operation, you need an Alt-3 (minor alterations) permit.
Basically, yes, you need an Alt-3 to change out windows.
If you're a landmarked structure, or (potentially) in a landmarked district, you need Landmarks' approval, and then a PMW (permit for minor work).
If you’re not enlarging the opening you don’t need a permit. Hurry up and finish the work. They will try to come back once or twice more, do not let them in.
Thanks for info tho. Was thinking about replacing windows (non LPC). My understanding if replacing the same size doesn’t seem like permit is typically required.

Did you go to DOBs website? They wrote you a violation for non permitted work? You have a violation number?

"Legal light and air" usually affects bedrooms, and kitchens, which have required minimum window sizes.
DOB doesn’t really issue Alt-3 permits anymore. Alt-2 and Alt-3 permits are now just called “Alteration” jobs.
Could be. I deal with Alt-1s and Alt-2s for work. I don't think we've ever actually pulled an Alt-3.

What about if I am trying to make the window smaller?
You need a permit for that. You can try not letting them in but if the window is visible from the street they can cite you anyway.
