Moe does not have an actual job in the park unlike Grom and Ash but he still shares the medieval theme, Pearl does not have a connection to Sam and Belle's highway bandits aesthetic other than the name, etc.
I'd argue the other ones are deliberately made to contrast the previous two though. all of the examples above are of the third and final brawler being added to an already settled and themed duo, making the contrast elevate everyone in the trio.
Berry's monotone and seriousness contrasts well Mandy and Chester's hyperactivity.
Pearl's baking and motherly softness contrasts well with Belle and Sam's rough and tough act.
with Moe I'm not too sure tbh, I personally think his unhingedness matches well with the other two
Otis, being the first one, seemed to set up a trend like with previous trios - a deep sea robot(?). the other two are great as a duo, like with the examples you gave. the problems comes with Otis because he's different from them, but not in a contrasting or fun way. he was just.. created different. not different on purpose like Berry or Pearl.
to me it seems like the team had a different idea when creating Otis vs creating the other two (maybe because of the design lead change?)
to be clear I'm not saying Otis has a bad design overall, quite love it actually! I'm just saying that he doesn't match with Hank and Krabby Guy

But that contrast is because of personality not design, and Otis is meant to fulfill the same role as Moe, being the sort of son/younger brother of the group.
He also contrasts both Hank's drill sergeant attitude and Clancy's...whatever is wrong with him by being a sort of straight man who's just a goofy goober having fun as we see in Clancy's animation.
Otis was the beginning of the whole paintbrawll theme their trio is centered around. The fact that he doesn't look like a stereotypical soldier does not change that, because the paintball aspect of their trio from the beginning to the end was always more important than militarism
