    Technically you do not need that big of a safe for 20M. An average size gun/rifle safe would work, the issue really is lugging around 400 pounds of money. Not impossible but you aren’t moving quickly especially if it was put in suitcases. 4-8 suitcases preferably 6 to reduce weight and easily keep track of.

    In 1969 the bills greater than $100 were finally all withdrawn from circulation so maybe only 3 years later it wouldn't be too unreasonable that he could still find and had a lot of the $5,000 and $10,000 bills on him, which would drastically reduce his carry on luggage requirement on his flight to a non extradition country. They would still be legal tender too and probably happily exchanged for local currency as physical dollars are usually welcomed everywhere. Part of the reason bills greater than 100 are not common in a lot of currencies now is to make an escape like this harder, along with various other reasons. And laws and regulations that discourage the carrying of and transacting in large amounts of cash hadn't been thought of just yet or were still very new.

    Or he could have had some other non cash but liquid cash equivalents stuffed in his shirt. The $20million in cash from his safe might be the writer taking some liberties.

    I doubt a drug kingpin would have access to a significant number of 5k and 10k bills. 

    To start off with, they were rare: If you managed to gather every single 5k bill ever printed, it would only total 36M, and the most recent printing of either bill was 28 years before the guy disappeared.

    Additionally, the guy's entire business model was drugs. The number of people buying 5k+ worth of product at one time has to be super small. If you buy $20 worth of product, you pay with a $20. You don't drop a 5k bill and ask for change.
