I went to a place in Hiroshima where I covered all my tattoos with giant white tattoo covers and all the old ladies gave me the evil eye. It is very dependent on the establishment. I like to reserve individual baths now when I visit.
I had 2 medium tattoos on my arms and was allowed in one in Nagano, but had to cover them with giant bandaids. Was absolutely worth it until they started to peel off and my incredibly relaxing visit suddenly became very stressful.
My sister and I are the only humans I know with zero tattoos. I like to joke about "I may have to commit a crime" or "I don't care about anything enough."
In reality I like the OEM fresh off the factory floor look.

We walked outside the station and came across a row of parked taxis. I had to hold my phone and show the drivers the address to our hotel and if they could take us. They looked at my hands and three taxis in a row refused. So I had my son show the fourth taxi and he agreed. I loved Tokyo and I hope to go back someday.
