The wires going perpendicular to each other make one layer, you can be pedantic and argue that since they are laid on top of each other they would be multiple layers I guess but with them being this thin and laid on top of one another (or they interweave, which might not be practical but possible) it's easier to treat it as one. If the styrofoam wasn't already a bunch of discs there would have to be another wire moving along it to cut it into cubes, yes. But for that to make proper cubes it would require to stop going down every few seconds to get it to go through the whole diameter, otherwise the cubes would end up slanted (because the cut-off wire would move in one plane while the block is going down). Either way you should be able to see, at the beginning of the video, that the discs aren't stacked perfectly so you can see it's not a uniform cylinder.

I guess it does make sense to have them separated since, if I remember how it works correctly, the wires are not so much cutting as they are burning through, being heated by electricity running through them, so having them touch might cause them to short?

Yeah, absolutely. It doesn't appear to be industrial. Probably just views and someone who needed foam cubes for a side project. They are very useful for painting and packing material, but I can't imagine them being profitable to make this way. And shreddings from cardboard are a lot cheaper as packing material.

There's just one layer of hot wires cutting it into cubes. It's just a bunch of discs stacked on top of each other.
