Looks like that person is most likely from India or Indonesia - I think that's Telegu they are speaking (although it might be Tagalog, and from the Philippines).
SPAM means that people and bots were posting advertisements and scam messages (or, "spam" messages) in the subreddit, and the moderation team wasn't doing anything to reduce that problem.
