Death by a dog attack can be a second-degree felony under Texas laws. Authorities have not named the owners of the dogs.
Harris County authorities detain a dog allegedly involved in the killing of a 62-year-old man.
Three dogs attacked and killed a 62-year-old man in Katy on Monday, authorities said. Their owners could face up to 20 years in prison under Texas law.
The victim, identified as Chhay Leang by the Harris County medical examiner on Tuesday afternoon, was reportedly visiting the Mason Creek Hike and Bike Trail around 9 a.m. Monday when he was attacked and killed by three dogs, according to police investigators. Another parkgoer saw the attack and called law enforcement, which found Leang’s body.
Another woman and her 3-year-old-child were attacked by the dogs soon after, in a nearby neighborhood, according to the Harris County Sheriff’s Office. The woman was bitten by a dog, and both were reportedly in stable condition after being taken to the hospital.
"Right now, homicide detectives are interviewing the owners of the dogs, trying to determine exactly how they escaped from the yard," Sgt. Jason Brown, a homicide investigator with the Harris County Sheriff's Office, said during a Monday news conference. "As of right now, we don't have any information in regards to any kind of previous incidents. Animal control doesn't have any type of history on these dogs."
The three dogs allegedly behind the attacks were found by investigators. Brown said two were taken in by animal control while the third, which had fled into a drainage pipe, was euthanized by animal control.
In a statement Tuesday, the Harris County Public Health's Veterinary Public Health Division said it has “three live dogs” in custody under rabies observation in connection with the Katy man’s death. Two of the dogs appear to be pit bull mixes, and the third a Cane Corso, a type of mastiff, according to the public health department.
It was not immediately clear Tuesday how many dogs, in total, were involved in the incident. The county public health department declined to comment further, and the sheriff's office did not immediately respond to a request for clarity.
As of Tuesday, a spokesperson with the sheriff's office said the investigation is continuing, interviewing witnesses and watching home-security videos to establish a timeline. The office declined to release the names of the dog owners because no criminal charges had been filed.
Texas' state laws criminalize attacks and deaths by dogs when the owner "fails to secure the dog and the dog makes an unprovoked attack on another person" away from the owners' property.
"We've seen that through Texas in some cases," said Adam Loewy, a personal injury attorney. "It's obviously not that common, thankfully, these things don't happen every day. But from a criminal perspective, yes, that is a violation of criminal law. If your dog kills someone from a civil perspective, obviously there's — without question — a case. The estate can sue."
A dog attack is a third-degree felony, unless the victim dies, at which point it becomes a second-degree felony. In Texas, second-degree felonies carry a sentence of up to 20 years in prison and fine up to $10,000.

Hopefully he gets the full 20 years and $10,000. Horrific stories like this keep happening, but everyone continues to feel the need to be heroes to this breed just to fit into a cult.

They attacked a mom with twins and then left them and attacked this poor man. And people are of course trying to defend these dogs who from what I’ve heard have never been reported as aggressive. They’re all healthy weight and I’m sure their owner loves them and was probably one of the idiots who swore his would never. The problem with having multiple especially is if 1 snaps they’ll all snap. I’m genuinely curious how many more innocent people have to die before something is done. I’m thankful news sources are finally posting the constant attacks I just worry how many more are happening that don’t make the news.
Wow. So they had pitbulls and XL bullies that they did jackshit to try and keep on their property. No one should be allowed to own these types of dogs. If any of the dogs involved in the attack ate that poor man, then they need to be yoofed. Imagine if they end up in a local shelter or rescue, and in another neighborhood. It's unfathomable to me why these dogs are still alive, after they killed a man and went on to continue attacking a mom and her toddler. State lawmakers need to step up with tougher laws to help prevent future similar incidents. Texas seems to lead the nation in pitbull vs human attacks. Why is that?
Think of all the murders that could be solved if cops didn't have to deal with canine mutants.
Literal billions of dollars this breed is costing bc housing them, all the free vet care, medical costs for attacks, suits paid out etc etc. think of just the medical costs alone. I talked to a man the other day whose son has already had countless surgeries will need at least 50 more surgeries in the future. Or look at the lady who had all her limbs removed. It’ll be state insurance paying for the costs. I think if maybe some good with graphs and numbers was to create graphs of the amount of money going towards pits whether housing, vet or medical and compare against others. And show people in black and white how much this breed is costing us and how no other breed comes anywhere near the numbers pits are hitting. Think about this over 25% of the pit population is estimated to be in shelters/rescues. That’s millions of dogs. It cost 5/6k per dog to house in a shelter. That’s a lot of fricken money!!! Too much money. And some of these dogs I’m seeing are there for years. Pit lovers do the most ungodly and cruel things to the dogs they claim to love.

We knew from city data that robberies in our neighborhood had been soaring to record highs for three consecutive years. Yet public officials and police representatives at CAPS meetings continually said that crime was going down.

However I think it would be a worthwhile place to start.
If PBs are so great and misunderstood, according to PB apologists, then they should have a licensing fee to own any, or mixes for that matter. Say $10k for full-breed and neutered, and $5k for mixes?
All of these trashy, irresponsible PB owners need to be held to a more serious level of licensing clearance to own this dangerous, unstable breed. Animal shelters are littered with them, and owners self-annoint themselves to sainthood for "rescuing" shitty dogs sane and logical people knew to stay away from.

I live in Katy and sadly they pretty much are. Katy, Houston, Austin, San Antonio - all over run with pits. Even the homeless are walking around with pits at every corner.
