If you're interested in the job, I'd still apply. If you enjoy the work and you like your team mates, that counts for a lot. What is hearsay and may have been encountered in the past may not happen in the future. And you can also be an agent of positive change.
Don’t know about that specific agency, but arts agencies like that in other jurisdictions: if you share the political views of the people who work there it will be enjoyable, if you don’t it will be alienating.
They had a stack of redunancies recently and lost a heap of staff. I've heard it's a very difficult place to work and not at all enjoyable.
