Many universities do conversation tables. There are tens of thousands of people who mainly speak English for their jobs in Brussels and who live in Brussels (EU, NATO, IT companies, companies working for them ...).
I have a hard time going to an activity, a hobby or a dance class without meeting people that would rather speak English. Try to look on facebook for English speaker groups, there are plenty of them meeting frequently to have a drink or do something. Then there is also meetup activities.
I don't know of any place in the regions you mention where English is spoken. I can name quite a few where it is butchered beyond recognition.
Seriously, if you go to any place in Brussels or Wallonia that is officially bilingual, you'll find people more than happy to speak English (more happy than capable anyway) to avoid having to speak Dutch.
There's some kinds of Facebook groups for British immigrants to Belgium, you could probably find out about meet ups there. Brexit and the Belgian Brits is one,if they do meetups that'll be in English. There's probably ones for Americans and Aussies too.

I'm no use, I'm an antisocial bastard so I don't do groups so can't personally recommend and I'm in Limburg.
