Idk about other countries, in my country it's kinda normal or even expected to play or atleast make funny expressions at kids if they stare at you.
If I don't want them stare at me then I just make a scary enough face that they go and hug their parents in fear. As an ugly dude it's fun traumatizing kids
The funniest situation was when I was in public transportation with a friend. The The kid on the seat behind us was kicking my friend, his mother tells the kid to stop kicking or the mister ( wee were 18) would get mad at him. Right as she finished saying that my friends turns around and tells the kid " your mom is right, asshole kid!"
Mother: whispering to her child “If you dont want listen to what your mother say and don’t want to study well, you will be bad like that uncle behind me.”
One neat thing I learned as someone who fears the gazes of others is that the best defense is a good offense. Stare back. Stare into their souls and they'll regret ever turning their head towards you. If they try it again when they believe you aren't looking, repeat until they think you have omnipresent sight.

Yep, it's just some standard play. Ideally you don't scare them but hey, nobody's gonna hold you accountable if they were staring all the time.
