As spelled out in the title, I'm pretty sure its just the fact that the more evil doof is native american. Citizens were taught early in that history that the natives were savages and wrong doers and you might see this as playing into that.
It’s before my time but this is seems like the Lone Ranger and his white horse Silver along side his Native American companion, Tonto. Not sure how he is more evil. Maybe a little pale for a First Nations person.
