Yes, that means cheating on his too-young rebound girlfriend and yes that means treating Ramona like she's something to be won, but his behavior isnt exclusive to women. He also mooches off his roommate, his band members, etc. He treats other people based on how they can serve him, rather than as actual people with desires and feelings
I think something that is also commonly overlooked in his persona is that while he "dated" a highschooler, at no point did they do anything remotely sexual. The closest they ever got was "almost held hands once."
He is without a doubt a shitty person at the start of the story, but at the same time, he wasn't really a "creep" in that sense. He wasn't with Knives because he wanted to sleep with her. He was with her because she boosted his crippled ego.

it is a joke. Nega Scott is the complete opposite of Scott, so him being "a pretty nice guy" is a harsh indictment of Scott's own character

Personally I think gender restrictions are silly and terms are just approximations so we can communicate broader concepts to others easily
for instance I'd describe myself as a man, it works for me, I lean into it but I'm not tied to it beyond convenience and feeling like I'd look good
Tied to it in the way that I don't have to constantly and rigidly stick to it, avoid anything feminine at all costs, etc.
I feel like living that way would simply be exhausting and it's easier to simply live for what you enjoy, be it about yourself or external
