I create the same type of images at work with the shop cnc. The material is coloured hpl with a black core. An engraving router bit is used to create the black streaks. I use an ancient program called Halftoner to convert photos to a b&w bitmap or vector file. Then Vectric Aspire gets used to create the cnc program. However, you could probably use the halftoner file to use in your slicer.
You have a couple of options.
Make my lithophane and the new Chroma Canvas on MakerLab arr probably the easiest ones.
Hueforge is another.

This doesn’t look as a lithophane to me.
It looks like the first layer or so is black and the top white
